Alluding to the wasted lives of amazing people who end up homeless, living day-by-day, lining their holey boots with old newspaper and seeking warmth in discarded cardboard boxes. "Cut and pasted" perhaps obviously alludes to the old print industry, journalism but also a handy rhyming slang for "wasted" here. I added a throwaway line or two about all the "space wasted and the sweets tasted", which is the song's protagonist reminiscing about the good times before he lost his job and ended up on the streets.
